Chandra Smiley, M.S.W. | Chief Executive Officer
Chandra Smiley, MSW, was named Executive Director of Escambia Community Clinics in November, 2014. Chandra has been with Escambia Community Clinics since 2007, and has worked in the areas of Social Services, Community Outreach and Resource Navigation, Clinical Services, Grants, and Business Development. Chandra graduated from Auburn University in 1997 with a Bachelor's Degree in Social Work, and Florida State University in 2000 with a Master's Degree in Social Work. Chandra has worked in various arenas of the Social Work profession including school readiness programs, hospitals, homeless, and people with disabilities. Chandra is former board president of the Partnership for a Healthy Community, a coalition of organizations working to improve the health status of the residents of our area. Chandra is a member of various community organizations, task forces, and initiatives that impact the quality of life of our community and improve the lives of those in need.
George W. Smith, M.D., FAAFP | Chief Medical Officer
Dr. George Smith is presently Chief Medical Officer of Escambia Community Clinics. He attended the University of the West Indies in Kingston Jamaica where he received an MB. BS., with honors in Community Health. He subsequently did a rotating internship and worked in ambulatory care at the Princess Margaret Hospital in Nassau Bahamas before his residency at Howard University Hospital in Washington DC. Dr. Smith is board certified in Family Medicine and is also a Fellow of the American Academy of Family Physicians. He was chosen as the 2006 Florida Family Physician of the year by the Florida Academy of Family Physicians. Before coming to Escambia Community Clinic Dr. Smith was a Captain for two years at the 88th Fighter Hospital at Holloman Air force Base in New Mexico. He is past president of the Florida academy of Family Physicians and Escambia County Medical Society. He is a member of the American Academy of Family Physicians, the Florida Academy of Family Physicians, the American Medical Association, the Florida Medical Association and the Escambia County Medical Society.
Wendy Hoeflich, CPA, CFE, CGMA, CAM | Chief Financial Officer
Wendy Hoeflich joined the Leadership team of Escambia Community Clinics as Chief Financial Officer in July, 2013. Wendy graduated from the University of Southern Mississippi in 1994 with a Bachelor’s Degree (Cum Laude) in accounting, and again in 1995 with a Master’s in Professional Accountancy. She is a Florida Certified Public Accountant, Certified Fraud Examiner, Chartered Global Management Accountant, and a Community Association Manager. Wendy has worked in various other areas of the accounting profession including public accounting, director of finance for several non-for-profit entities, and as a consultant. Wendy enjoys paddle boarding, the beach, sea turtle conservation work, and spending time with her family and friends.
Tom Anderson | Chief Administrative Officer
Tom Anderson was named Chief Administrative Officer of Escambia Community Clinics in September of 2015 after serving as Controller for the organization since May of 2014. Tom graduated in 1984 from the University of Illinois with an accounting degree and earned a State of Texas CPA certificate in 1986. His career has included numerous positions in both finance and operations in business services, software and non - profit businesses. From 2003 to 2011 Tom served as Treasurer for a non-profit serving foster children throughout the state of Georgia. Tom has volunteered his time and talents helping children by assisting organizations such as Big Brothers/Big Sisters and the Boy Scouts .
Sunny Notimoh, MSHRM, SPHR | Chief Employee Services Officer
Sunny joined the ECC Leadership Team in April 2014. She brings to ECC 20+ years of experience as an Human Resources professional working with non-profit corporations providing continuing care and low income housing to seniors. Her professional and career background spans from Executive Director of a Senior Living Community, providing chemical dependency, mental and HIV+ AIDS counseling and social services to sales consultant with US West. She began her career path as a member of the US Army as an illustrator and followed with several years as a US Army Reservist. Along her career path Sunny returned to school earning a Bachelors of Science in Applied Science from Bastyr University and her Masters of Science in Human Resource Management. Sunny relaxes with a herd of dogs and a pontoon boat and can be found enjoying the outdoors on any given sunny day.
John Carnes, MCSA | Chief Information Officer
John Carnes joined the ECC Leadership Team as Chief Information Officer in May of 2011. John graduated from the University of West Florida in 2000 with a Bachelor of Science in Computer Information Systems degree. He has over fifteen years' experience in the Information Technology/Information Systems field, serving in both for-profit and non-profit organizations. John's previous work experience includes finance management, software application development, systems/network management/administration, and IT consulting services.
Ann Papadelias | Chief Community Engagement Officer
Ann joined ECC in July, 2013 as Director of Dental Services as the organization launched its dental program, and now serves ECC as Chief Community Engagement Officer. Ann is a 1983 graduate of Penn State University with a B.S. degree in Health Planning and Administration, and pursued a graduate health education degree at Penn State. Her professional career has included positions as a health economics analyst, and in strategic planning, marketing, and public relations for local health care organizations. For the past twenty years, Ann has been a project management consultant in the area of healthcare access, helping area healthcare providers to develop, fund and manage initiatives that positively impact the health status of those in need. Ann currently serves as Board President of West Florida Area Health Education Center (AHEC), and is an active community volunteer.
Jacinta Watkins, DDS, MSPH | Chief Dental Officer
ECC welcomed Jacinta Watkins, DDS, MSPH, to the organization in January, 2017. Dr. Watkins hails from North Carolina, and received her Masters of Science in Public Health (MSPH) from Tulane University before completing her DDS degree from Howard University. Dr. Watkins completed her General Practice Residency at St. Barnabas Hospital in New York, and was previously the Dental Director for Regional Primary Care Network FQHC in Rochester, New York. She also has experience in private dental practice. Dr. Watkins expertise in guiding community health center dental programs will drive the future clinical development and growth of ECC's Dental department.
