Mission Statement

The mission of Escambia Community Clinics, Inc. is to provide comprehensive primary and preventive health care services to residents of Escambia and Santa Rosa counties and the surrounding area. Escambia Community Clinics, Inc. is committed to assuring access to care for the medically needy, under insured, uninsured, and underserved populations. Escambia Community Clinics, Inc. shall endeavor to provide care with compassion, dignity and respect for each person regardless of ability to pay for services.

Vision Statement

The vision of Escambia Community Clinics, Inc. is to improve the overall health and wellbeing of poor and medically disenfranchised citizens of Escambia and Santa Rosa counties and the surrounding area. Our vision is founded on the premise that all human beings have a basic right to care, provided in a respectful, dignified manner. Our vision will be guided by the principles of empowerment, respect, dignity, quality and cultural competence.

Escambia Community Clinics, Inc. is a medical group made up of primary care Physicians, Advanced Nurse Practitioners and Physician Assistants. The medical group along with staff consisting of Nurses, Medical Technologists, and Medical Assistants is one of the best sources from which to choose a health care professional.


Escambia Community Clinics, Inc. is a not for profit Florida health care corporation established in January 1991 and opened for service in November 1992. Escambia Community Clinics, Inc. is located at 14 West Jordan Street, Pensacola, Florida. In 2007, Escambia Community Clinics, Inc. was designated as a Federally Qualified Health Center by the Department of Health and Human Services, Health Resources and Services Administration.

As A Federally Qualified Health Center (FQHC) Escambia Community Clinics, Inc.  has expanded access to care for the medically needy, under insured and working poor citizens of our area. Escambia Community Clinic's over twenty year history of providing outpatient primary care services to the medically needy and working poor citizens of our community. Escambia Community Clinics has nine delivery sites spread over Escambia and Santa Rosa Counties.

The mission of Escambia Community Clinics, Inc. is to provide quality outpatient primary and acute health care services to citizens of Escambia and Santa Rosa counties and surrounding area. Escambia Community Clinics, Inc. has a special focus to provide access to care for the under insured, un-insured, working poor and the medically needy regardless of their ability to pay for services.

Chandra Smiley, MSW
Chandra graduated from Auburn University in 1997 with a Bachelor's Degree in Social Work, and Florida State University in 2000 with a Master's Degree in Social Work. Chandra has been with Escambia Community Clinics since 2007, and has worked in the areas of Social Services, Community Outreach and Resource Navigation, Clinical Services, Grants, and Business Development.  Chandra has worked in various arenas of the Social Work profession including school readiness programs, hospitals, homeless, and people with disabilities. A member of the Board of Directors of the EscaRosa Coalition on the Homeless, Chandra is involved with several community intiatives that improve the lives of those in need. Chandra is married and has two children. Chandra enjoys working in her garden, running, kayaking and most importantly, spending time with family.

Colleen Betz, BS, MSM

Colleen graduated from University of West Florida in 1985 with a Bachelor's Degree in Medical Technology, and in 2005 from Troy University with a Masters Degree in Health Care Management. Colleen joined ECC as the Laboratory Supervisor in 1999. She became Chief Operating Officer in 2005. Colleen enjoys camping and outdoor activities.

George A. W. Smith, M.D., FAAFP
Dr. Smith joined Escambia Community Clinics, Inc. in July 1994 after serving in the U.S. Air Force. He is board certified in Family Medicine and is the past President of the Florida Academy of Family Physicians as well as the Escambia County Medical Society.  Part of Dr. Smith's many awards and honors was his selection as the Florida Family Physician of the Year in 2006. He is married to Maxine, his lovely wife of 28 years.  They have four children and two grandchildren.  Dr. Smith serves on many local and state boards and committees. He is currently Associate Clinical Professor with the University of Florida School of Medicine and the Florida State University College of Medicine. Dr. Smith and Maxine enjoy traveling as well as activities that revolve around their church.
